  • In February, 2014, the State Council proposes that the Undergraduate Higher Learning Institutes be transformed to application- oriented schools, which starts off a second transformation in the new era. This transformation of colleges and universities, as an important part of the transformation of the country, is a long-term plan to solve the employment plight for college graduates. The dilemma facing the college unions of different levels in the transformation comes mainly from 4 aspects: the misunderstanding concerning the union itself; the inadequate innovative power caused by the mixed difficulty of the aging union staff plus too large a population of green hands; the stereotyped union activities and too few activities sponsored by the sub unions; the overload of stress of the teaching staff, especially the young teachers. Counter measures are put forth: a correct understanding of the union functions; a reinforced publicity campaign to create conducive atmosphere for transformation; more priority be given to the union cells to create more union activities typical of a particular discipline; more concern placed on young teachers to relieve their professional pressures so that the smooth implementation of the transformation strategy can be fulfilled.
