A Study of Measures for Governing County Huang by LI Fan and Their Effects in Early Qing Dynasty

  • When LI Fan became to the magistrate of County Huang, Shandong Province, he made a great effort to consolidate the government. On one hand, he took some measures around averaged taxes and reduction of corvee, offering convenience to people, relieving famine and supporting farming. These measures changed the situation in which the economy almost collapsed and people exiled. On the other hand, he actively dealt with such matters as litigation, kept stability of the county. In addition, he made an attempt to develop education and reforms people's customs and conventions. These greatly improved the bureaucracy, justice, education and customs in the countyn.
