A Study of Systematic Collapse-style Corruption and Its Countermeasures

Power can bring about corruption which can distort power.The lagging in transformation of political system has led to Quasi-sultanization of some local authorities, which is the structural root for the systematic corruption.It is mainly shown as power privatization as the catalyst for corruption, power execution without rules bound as the lubricant for corruption, indifference to ideology as the cardiotonic for the corruption, and patriarchal organization relations as the palliative for the corruption.To prevent local systematic corruption, we need to grasp two key points at the same time.On the one hand, we promote the power concentration to improve the authority of national leadership and strengthen the supervision on the local middle and high ranking cadres.On the other hand, we should deepen the reform in the political system to improve the legalization to insure people’s rights of speech and supervision.
