Governmental Control and Autonomy:Beiping’s District Regime after the Anti- Japanese War

  • After the victory of the Anti-Japanese War, the National Government began to construct the local autonomy
    system in the recovered regions. The Beiping Government set up the administrative district offices and the public opinion organ — District People’s Congress in succession. On this basis, the district-level organs of political power were established. Caused by the system designing, the essential powers of the district office and people’s congress were not equal. The former controlled
    the real power and was in the mighty position, and the latter was in the weak status and had limited constraint over the former. Such district regime between Beiping municipal government and Baojia system could drove the permeation of the national power to the grass-root units. Meanwhile, it had to face with the various appealing from the grass-root people. In fact, it was be- tween the upper and lower levels.
