In today's China, universities carry out the classified and multi-layered educational system in a race to get to the top. And the local undergraduate universities are facing a good opportunity to explore new personnel training modes. However, due to many causes, their personnel training modes have the problem of low effectiveness. Accordingly, it is both theoretical and practical to define the connotation of effectiveness and fundamental standards of such modes. It is of great practical significance for the improvement of personnel training quality and competitiveness of local undergraduate universities.
