On the Problem of “Pegging the Granting of the Diploma to College Students’Physical Tests’ Result” and Countermeasures

In order to substantially enhance the college students’ physical quality, Chinese colleges and universities have begun to implement the policy of “pegging the granting of the diploma to the students’ physical test result. By reviewing the origin of this policy, its realistic value is expounded. And the following problems are found to exist in the implementation of this policy: the lagging behind of the old concepts, the deviations in the practice; the loss of the initial aims of PE itself; the inadequate construction of facilities for Physical test(whether in terms of softwares or hardwares). Countermeasures are suggested: efforts be stepped up to launch a publicity campaign of the correct ideology for health so as to prompt a shift of concept; supporting policies and measures be promptly established to conduct the new policy for physical test; permanent mechanism be established for monitoring, checking and administrative accountability; punishment regulations be worked out to tackle breaching acts; a solid safeguard system in terms of both soft and hard wares be set up for the effective implementation of the policy.
